This bill directs the Department of Veterans Affairs to increase, as of December 1, 2020, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children.
The percentage increase in benefits shall be the same as the cost-of-living increase for Social Security recipients.

This bill requires the SBA Administrator to submit a report on recipients of assistance under the Paycheck Protection Program and the Economic Injury Disaster Loan Program and decouples the SBA’s 7(a) lending program from the Paycheck Protection Program.
H.R. 7010 – Paycheck Protection Program Flexibility Act of 2020, as amended (Rep. Phillips – Small Business)
This bill amends the Paycheck Protection Program to modify certain provisions to the forgiveness loans and defers payroll taxes. Specifically, it increases the current limitation on nonpayroll expenses (such as rent, utilities, mortgage interest) for loan forgiveness from 25 to 40%, removes retroactivity on the increase of maturity period from 2 to 5 years, clarifies Safe Harbors Language and extends borrower deferral.
